Yes I agree that if the functionality is supported in read-only popovers, then there's no need to have it in the edit page.
One approach to a missing "Composers" tab could be to load the Pieces tab with a Composer filter applied. Though, I guess it's possible that the user doesn't even have their "Pieces" tab enabled.
Maybe, just have a "temporary Composers view" (or, if going with the Pieces + custom temporary filter, have a temporary Pieces view), which is destroyed as soon as the user navigates away from it (by selecting a different tab). Perhaps colour-coded to visually indicate its ephemerality.
