You have to go into the annotation settings, then uncheck "Stylus Mode" in order to annotate with your finger.

Well, how about that - I knew I must have been missing something...

Finger test results:

• Stamps don't move
  
• highlight stays put too
  
• snipping tool seems to move about 1 pixel left, but now with no upward movement
  
• text tool still moves right about 2 or 3 pixels
